I am unable to disable transmit on the Baofeng UV5R+Plus with firmware BFB297.
Transmit is disabled on vhf yet it still transmits (untested on uhf).

Are you talking about the VHF TX Enabled and UHF TX Enabled settings on the Settings | Others Settings menu? They don't work. They mimic the non-functional settings of the Baofeng VIP software Other menu.
If you are trying to disable TX in the VFOs, the only way I know to do it with CHIRP will disable the VFO for either or both bands completely. On the Settings | Other Settings menu, just set the 'lower' band limit to a value that is higher than the 'upper' band limit for band(s) you want to disable. The user won't be able to key in any frequencies for the 'inhibited' band. There will be no TX or RX available for the inhibited band.
You will be able to program channels within the normal frequency range of the UV-5R, TX enabled or not.
